Dear Congressperson,
I solved this puzzle - can you?

June 1, 2016

Senator Lisa Murkowski (R-AK), who chairs the Senate Energy and Natural Resources Committee, is trying to push an energy bill through Congress that will go from bad to horrifically worse if she lets 17-Across get his way. This “seedy” guy (again, see 17-Across), who has represented Alaska in Congress for the last 42 years, would like to make it easier for his state to bypass Interior Department approval to drill on Native lands as well as allow people to transport harvested ivory across state lines, including polar bear “trophies” captured in Canada. According to the Alaska Dispatch News, “Young said he expects the polar bear measure will be ‘controversial’ but he is still hopeful it will survive the final bill.”

Beware this seedy guy’s recommendations, Senator Murkowski.
