According to a recent New York Times editorial, nearly half of this country’s 199,000 federal inmates are in prison as a result of the nation’s 56-Across.

As the clue for 56-Across explains: “It’s to blame for scores of lengthy jail sentences for low-level nonviolent offenders.”

Take a crack at solving this one, Congressman Hal Rogers (R-KY). You seem eager to boast about the thousands of nonviolent people you’ve helped incarcerate in your state and for those efforts you were given an “F” by an organization that favors fair and rational sentencing reform.
