Just like the two-year budget deal President Obama inked this week, this puzzle raises the 38-Across. Senator David Perdue (R-GA) doesn’t like raising the 38-Across. He says doing so “violates the responsible budget principles I have been fighting for every day.”

U.S. Treasury Secretary Jack Lew, in a letter sent to Congress on October 15, wrote that raising the 38-Across “does not authorize any new spending. It simply allows Treasury to pay for expenditures Congress already has approved, in full and on time.”

See, Senator Perdue? It’s really no big thing if Congress raises the 38-Across. Or if this crossword puzzle raises the 38-Across. No harm, no foul.
